The following list contains contact and information regarding agencies that carry out activities related to land use and transportation.


Bureau of Development Services (BDS)

Open Tues-Fri, 8:00 am to 3 pm

  • Find information on land uses, building permits, required processes, demolitions, and talk to a staff planner.
  • Zoning/Land Use: Information on current zoning, neighborhood land use reviews and frequently asked questions.
  • Public notices: Find out what projects and proposals in your neighborhood need a land use review.
  • Agendas for pre-application conferences, Planning Commission, Design Commission, Adjustment Committee, Hearings Officer, and Historic Landmarks Commission.

Bureau of Planning and Sustainability (BPS)
1900 SW 4tth Ave -7th Floor
The Bureau of Planning is useful for getting zoning code, maps and information about comprehensive planning. BPS provides district liaisons and works on on-going planning projects, studies and district plans.

Bureau of Transportation (PBOT)
1120 SW 5th Ave
PBOT is in charge of transportation plans and projects, street maintenance operations and new infrastructure construction.

Portland Housing Bureau (PHB)

PHB is charged with developing citywide housing policy, delivering programs that increase the supply of affordable housing, preventing and ending homelessness, and promoting stable homeownership.

Portland Development Commission (PDC)
222 NW 5th Ave
PDC is responsible for ongoing economic development projects, urban renewal areas and the Main Street Program.

Development Review Advisory Committee (DRAC)
The Development Review Advisory Committee (DRAC) is a citizen advisory body, representing those with interests in the outcome of policies, budgets, regulations, and procedures that affect development review processes. Meetings are held on the third Thursday of each month from 8:00 – 9:30 a.m. at 1900 SW 4th Avenue, Portland, Room 2500 B.

Office of Neighborhood Involvement (ONI)
1221 SW 4th Ave (City Hall) Rm. 110
ONI provides information and contact for neighborhood associations, business associations, and district coalitions. The office also has demographics, maps, general information on neighborhood events, news, and mediation services.

Portland Parks and Recreation (PPR)
1120 SW 5th Ave
PPR manages parks, natural areas, community centers, dog parks, pools, classes and other community activities.

Bureau of Environmental Services (BES)

BES handles citywide watershed management; wastewater treatment, sewer lines and stormwater projects.

Department of Land Conservation and Development (DLCD)

The DLCD administers statewide land use management and policy regulations.
